Carper Introduces Clean Hydrogen Tax Legislation

WASHINGTON, D.C. — Senator Tom Carper (D-Del.), Chairman of the Senate Committee on Environment and Public Works and senior member of the Senate Finance Committee, today introduced legislation to support the shift to a renewable energy economy by boosting clean hydrogen production. The Clean H2 Production Act will create tax credits to foster the development of clean hydrogen to create jobs, contribute to energy independence, and help tackle climate change.

“If we want to combat the existential threat of climate change and position our economy for the future, we need to ensure that our tax policies support and encourage innovative technologies that make a clean energy revolution possible,” said Senator Tom Carper. “Hydrogen can be used as a zero-emitting fuel across our economy, from our cars to our factories. Today, there are technologies—many of which are made in Delaware—that can help this nation produce cleaner hydrogen than traditional processes. Clean hydrogen has a critical role to play in strengthening our country’s industrial sector and moving us closer to net-zero emissions by 2050. I’m proud to author legislation that will help make clean hydrogen production in the United States a reality.”

The Clean H2 Production Act would create a production tax credit (PTC) and an investment tax credit (ITC) to support the production of hydrogen using methods that are at least 50 percent cleaner than traditional hydrogen production methods.
