Senator Carper to bring former USS Delaware Commander to State of the Union Address

WASHINGTON, D.C. – Tonight, U.S. Senator Tom Carper (D-Del.), a 23-year veteran of the U.S. Navy, will be joined by his guest, former Commander of the USS Delaware Captain Brian P. Hogan of the U.S. Navy, at the State of the Union address.

Hogan relinquished command of the USS Delaware (SSN 791), a Virginia-class nuclear-powered submarine, to Commander Matthew Horton on November 8, 2019. The USS Delaware is the first Navy ship to be named for the First State since 1923. Exactly two months from today, on April 4^th 2020, the USS Delaware will be commissioned in a public ceremony at the Port of Wilmington.

“Captain Hogan is an inspiring leader who has led his crew members by his example. Over the last several years, I’ve been honored to work with him to make sure the USS Delaware crew feels a connection to the First State – from welcoming crew members at NASCAR events to giving them a warm welcome on the University of Delaware’s football field during a game,” said Senator Carper. “Hogan shared my vision of ensuring the crew is proud to serve aboard the USS Delaware, and I am truly grateful for all that he has done to get the submarine ready for its commissioning at the Port of Wilmington on April 4.”

Commander Hogan is a 1998 graduate from the United States Naval Academy with a Bachelor of Science Degree in Electrical Engineering.  He also holds a Masters in Engineering Management from Old Dominion University and a Masters in Arts in National Security from the Naval War College. His sea tours include service as Chemistry and Radiological Controls Assistant, Damage Control Assistant, Assistant Engineer, and Operations Officer on the USS City of Corpus Christi SSN 705), Engineer Officer on USS Minneapolis-Saint Paul (SSN 708), and Executive Officer on USS Wyoming (GOLD) (SSBN 742) and USS Nevada (BLUE) (SSBN 733). Ashore, he has served as the Flag Aide for the Commander Submarines, U.S. Pacific Fleet, on the staff of the Deputy Chief of Naval Operations for Undersea Warfare (N97), and as the Executive Officer of the Tactical Readiness Evaluation Team for Commander Submarines, U.S. Atlantic Fleet. CDR Hogan’s personal awards include the Meritorious Service Medal, Navy Commendation Medal (four awards), and the Navy Achievement Medal (four awards).
