Carper Announces New Chief of Staff

WASHINGTON, D.C. – U.S. Senator Tom Carper (D-Del.) today announced key changes to his leadership team and welcomed Jan Beukelman as his new chief of staff.

After over 15 years working in the House and Senate, including 11 years with Carper’s office—first as Communications Director, then as Legislative Director and then as Chief of Staff—Emily Spain will be departing Congress. Carper delivered a speech on the Senate floor last month announcing her departure and commending her years of service.

Jan Beukelman begins as Carper’s new Chief of Staff after serving as the Assistant U.S. Trade Representative for Congressional Affairs with the Biden Administration’s Office of the U.S. Trade Representative. Previously, he served as Carper’s Legislative Director after years of working in the House of Representatives.

“It’s a bittersweet moment for Carpertown. Emily Spain is an exceptionally talented leader, and my office — and the nation — has been lucky to benefit from her years of tireless public service, including as my Communications Director, Legislative Director, and Chief of Staff. It’s with deep appreciation and gratitude that we wish her the best as she heads off to her next chapter of life,” Carper said.

“But this moment also presents an exciting new time for Carpertown. I’m delighted to welcome back Jan Beukelman to my office to serve as my new Chief of Staff. Jan knows our team, knows Delaware, and brings with him a great deal of joy wherever he goes. His top-rate intellect, skilled legislative experience, and profound sense of compassion will make him a wonderful leader for our team working to serve the people of Delaware and our nation.”
